Local Governance Partners (LGPs) are the heart of the Early Start CT initiative. They work at the local level, bringing together parents, providers, and community groups to meet the needs of young children and their families.

LGP structure: A team of community experts

The Fiduciary Organization

This is the organization that manages the LGP’s budget and enters into a contract with Shine Early Learning. It ensures all activities are fiscally sound and accountable.

The Liaison

The Liaison is the primary coordinator for your LGP. They lead activities, support and supervise the Parent Ambassadors, and connect with providers to offer guidance and ensure program quality.

The Parent Ambassador

A trained parent leader from the community who acts as a trusted partner for families. They help raise awareness of local programs and ensure the family voice is a key part of your LGP’s work.

The Community Table

A collaborative forum that brings together diverse community members to assess local needs, share insights, and create action plans to achieve community goals.

The Office of Early Childhood (OEC) Sets the Vision

The OEC provides the strategic direction and funding for the entire system. They set the shared goals and standards that guide your local practices. This ensures that everyone is working toward the same impactful results.

Shine Early Learning Provides Support

As the Intermediary, Shine provides the support, tools, and guidance you need to do your work well. Shine manages contracts and streamlines reporting so you can focus on your community.
